Rugby, North Dakota, population 4,675 as of the 2000 census. It's a small town, and the street even has pull-in parking. We block this street for several minutes during our stop here, but the cars just sit there instead of heading for the next grade crossing. What's a few minutes, after all, in smalltown America?
